The volume totals reported were near the prior session on the NYSE and slightly lower on the Nasdaq exchange. Decliners led advancers by more than 2-1 on the NYSE and on the Nasdaq exchange. There were 25 high-ranked companies from the Leaders List that made new 52-week highs and were listed on the BreakOuts Page, versus the total of 20 on the prior session. Leadership remains healthy as the major averages' (M criteria) have maintained a confirmed uptrend. New buying efforts should only be made in candidates with superior fundamental and technical characteristics. The Featured Stocks Pagelists noteworthy high-ranked leaders.

The major averages declined on the session Monday amid geopolitical concerns and increased expectations for a rate hike. According to Bloomberg data, futures are currently pricing a 96% probability of an interest rate increase by the March FOMC meeting. On the data front, factory orders rose 1.2% in January, above expectations of a 1% gain. Separately, durable goods orders increased 2%, above analyst estimates.

Ten of 11 sectors in the S&P 500 finished in negative territory. Materials led the losses with Albemarle Corp (ALB -2.54%) down. Financials underperformed with Deutsche Bank (DB -3.82%) falling as the German lender announced an $8.5 billion capital increase through a share sale. In the consumer space, the new General Motors Company (GM -0.84%) amid reports the automaker will lay off 1,100 workers. Shares of Tyson Foods (TSN -2.53%) fell with news that Avian influenza was detected in a chicken breeder flock farm contracted to the company. Netflix (NFLX +2.01%) was a notable gainer after being the subject of positive analyst commentary.

Treasuries finished mostly lower with the benchmark 10-year note down 4/32 to yield 2.49%. In commodities, NYMEX WTI crude lost 0.2% to $53.21/barrel. In FOREX, the Dollar Index gained 0.1%.

Earnings News Due as Good Looking Candidate Hovers Near Highs

Ulta Salon Cosmetics & Fragrance, Inc. (ULTA -$2.56 or-0.92% to $275.59) was highlighted in yellow with new pivot point cited based on its 8/24/16 high plus 10 cents in the earlier mid-day report (read here). It reversed into the red for a loss with above average volume today after wedging up to touch a new all-time high. Disciplined investors know that a volume-driven gain for new highs (N criteria) is needed to trigger a new technical buy signal.

Keep in mind that ULTA is due to report Jan '17 quarterly earnings on 3/09/17 after the close, and volume and volatility often increase near earnings news. Its prior earnings history satisfies the C and A criteria. ULTA reported earnings +27%, +39%, +24%, and +26% in the Jan, Apr, Jul, and Oct '16 quarterly comparisons, respectively. Its strong earnings have been underpinned by steady sales revenues increases in the +21-22% range during that span of time. Its solid annual earnings (A criteria) history is very reassuring.

It sputtered a bit, fundamentally and technically, then continued higher after last shown in this FSU section on 12/03/15 as it was dropped from the Featured Stocks list. It was shown with an annotated graph under the headline, "Streak of Volume Driven Losses Raising Concern".

It still has a small supply (S criteria) of only 62.2 million shares outstanding. The number of top-rated funds with an ownership interest has grown from 566 funds in Jun '14 to 1,269 funds as of Dec '16, which is a very encouraging sign of increasing institutional interest (the I criteria).

Y - Found support again near its 50 DMA line ($55.80). It was highlighted in yellow with pivot point cited based on its 1/04/17 high plus 10 cents in the 2/23/17 mid-day report (read here) and it was noted - "Subsequent gains for new highs with above average volume may trigger a convincing technical buy signal. Recently wedged to new highs with gains lacking great volume. Found support near its 50 DMA line while consolidating since a big 'breakaway gap' on 12/07/16 after reporting better than expected earnings +108% on +19% sales revenues for the Oct '16 quarter. Following its $16 IPO on 10/10/14 it completed Secondary Offerings on 2/05/15, 5/27/15, and 10/01/15. "
