Major Averages Were Mixed After House Pulled New Healthcare Bill

For the week, the Dow was down 1.5%, the S&P 500 lost 1.4%, and the Nasdaq fell 1.2%. Stocks finished mostly lower on Friday. The Dow was down 59 points to 20596. The S&P 500 lost 2 points to 2343 and the Nasdaq Composite added 11 points to 5828. The volume totals reported were slightly higher than the prior session totals on the NYSE and on the Nasdaq exchange. Breadth was slightly positive as advancers led decliners by a narrow margin on the NYSE and 4-3 on the Nasdaq exchange. There were 24 high-ranked companies from the Leaders List that made new 52-week highs and were listed on the BreakOuts Page, versus the total of 20 on the prior session. New 52-week highs outnumbered new 52-week lows on both the Nasdaq exchange and the NYSE.

PICTURED: The S&P 500 Index recently has slumped toward its 50-day moving average line.

Leadership has recently contracted as fewer high-ranked stocks hit new highs while the major averages' (M criteria) uptrend came under pressure.  New buying efforts should only be made in candidates with superior fundamental and technical characteristics. ThFeatured Stocks Page lists noteworthy high-ranked leaders.

The major averages fluctuated on the session amid reports the House pulled a key health-care bill. The vote, which was unexpectedly delayed on Thursday, was pulled from the floor shortly ahead of market close. On the data front today, durable goods orders rose 1.7% in February. In a separate release, Markit’s survey of U.S. manufacturing expanded to 53.4 in March.

Seven of 11 sectors in the S&P 500 ended in negative territory. Health Care shares finished mixed after the House pulled the Affordable Care Act reform bill. Mylan (MYL -1.55%) fell amid news that Abbot Laboratories (ABT -0.09%) sold 44 million shares of the company. Dexcom (DXCM +8.60%) rose as Medicare patients will now be able to obtain reimbursement under certain criteria. In earnings, GameStop (GME -13.61%) gapped down as quarterly revenue came in below forecasts. Micron Technology (MU +7.40%) gapped up as the chip maker provided optimistic forward guidance.

Treasuries edged higher with the benchmark 10-year note up 3/32 to yield 2.41%. In commodities, NYMEX WTI crude added 0.7% to $48.05/barrel. In FOREX, the Dollar Index finished little changed on the session.

Semiconductor and Biotechnology Indexes Rose

The Bank Index ($BKX +0.06%) finished flat while the Broker/Dealer Index ($XBD -0.25%) and Retail Index ($RLX -0.09%) both finished slightly lower on Friday. The tech sector was led by the Semiconductor Index ($SOX +0.75%) and Biotechnology Index ($BTK +0.59%) while the Networking Index ($NWX +0.01%) finished flat The Oil Services Index ($OSX -0.53%) and Integrated Oil Index ($XOI -0.59%) both edged lower and the Gold & Silver Index ($XAU -0.55%) also fell.

PICTURED: The Broker/Dealer Index ($XBD -0.25%) recently violated its 50-day moving average (DMA) line and slumped toward prior lows. The financial indexes are reliable "leading indicators", so longtime readers of this commentary know that more damaging technical deterioration in the financials would bode poorly for the broader market outlook.

Technical Deterioration Noted After 50-Day Moving Average Violation

Stamps.Com Inc (STMP -$0.70 or -0.59% to $117.00) sank further below the 50-day moving average (DMA) line today after recent losses triggered worrisome technical sell signals. Only a prompt rebound above the 50 DMA line ($125.45) would help its outlook improve.

STMP was last shown in this FSU section with an annotated graph on 2/16/17 under the headline, "Recent Gains Have Lacked Heavy Volume Indicative of Accumulation". It was highlighted in yellow with pivot point cited based on its 3/07/16 high plus 10 cents in the earlier mid-day report (read here).

It reported earnings +74% on +52% sales revenues for the Dec '16 quarter, continuing its strong growth track record. It has earned an Earnings Per Share Rating of 99, putting it in the top 1% of all publicly traded stocks based on its earnings history over the past 5 years.

The Retail - Internet has a C- Group Relative Strength Rating which has been slumping in recent weeks. The number of top-rated funds owning its shares fell from 373 in Jun '16 to 349 in Dec'16, not a reassuring sign in recent months concerning the I criteria. Its small supply of only 16.8 million shares outstanding (S criteria) can contribute to greater price volatility in the event of institutional buying or selling.

Volume-driven loss today violated the prior low ($18.05 on 1/18/17) triggering a more worrisome technical sell signal. It may likely find support at its 200 DMA line ($17.09), but faces resistance due to overhead supply up through the $23 level. A rebound above the 50 DMA line is needed for its outlook to improve. It will be dropped from the Featured Stocks list tonight.
