Stocks declined on Thursday. The Dow was down 15 points to 20934. The S&P 500 lost 3 points to 2381 and the Nasdaq Composite added a point to 5900. The volume totals reported were lighter than the prior session on the NYSE and on the Nasdaq exchange. Advancers led decliners by a 4-3 margin on the NYSE and on the Nasdaq exchange. Leadership improved as there were 70 high-ranked companies from the Leaders List that made new 52-week highs and were listed on the BreakOuts Page, versus the total of 52 on the prior session. New 52-week highs expanded and solidly outnumbered new 52-week lows on both the Nasdaq exchange and the NYSE.

PICTURED: The Nasdaq Composite Is perched near its record high. A multi-month upward trendline defines near-term support above its 50-day moving average (DMA) line.

Leadership remains healthy with many high-ranked stocks hitting new highs and the major averages' (M criteria) are in a confirmed uptrend.  New buying efforts should only be made in candidates with superior fundamental and technical characteristics. ThFeatured Stocks Page lists noteworthy high-ranked leaders.

The major averages finished mostly lower as investors digested economic releases and the Federal Reserve’s decision yesterday to raise interest rates. On the data front, housing starts rose 3% in February, after experiencing a 2.6% decline the previous month. Separately, initial jobless claims came in at 241,000, above the expected 240,000.

Seven of 11 sectors in the S&P 500 ended in negative territory. Health Care shares underperformed with Illumina (ILMN -3.91%) down. Biogen (BIIB -4.67%) fell after being the subject of negative analyst commentary. In earnings, Oracle (ORCL +6.23%) rose as the software company reported better-than-expected quarterly profit. Guess? (GES -11.28%) slid after the retailer’s full-year guidance came in below Street forecasts. In the consumer space, Dollar General (DG +0.54%) edged higher as same-store sales increased 1% in the quarter. Tesla (TSLA +2.47%) rose after announcing plans to raise $1.15 billion in stock and debt to strengthen balance sheet.

Breakout Gain for New Highs Backed by Three Times Average Volume

Veeva Systems Inc Cl A (VEEV +$1.13 or +2.36% to $49.00) was highlighted in yellow with new pivot point cited based on its 11/30/16 high plus 10 cents in the earlier mid-day report (read here). It hit a new 52-week high with today's gain backed by more than 3 times average volume triggering a technical buy signal while adding to a recent spurt of gains. Disciplined investors following the fact-based investment system know to always make buys within 5% of prior highs, and they always sell if any stock falls more than -7% from their purchase price.

VEEV reported earnings +47% on +31% sales revenues for the Jan '17 quarter, and 3 of the past 4 quarterly comparisons were above the +25% minimum earnings guideline (C criteria). Its annual earnings (A criteria) history has been strong. It has the highest possible 99 Earnings Per Share (EPS) rank and it has a 92 Relative Strength (RS) rating. Both of those ratings must be above 80 for a stock to meet the guidelines for consideration.

The number of top-rated funds owning its shares rose from 340 in Mar '16 to 450 in Dec '16, a reassuring sign concerning the I criteria. Its current Up/Down Volume Ratio of 1.6 is an unbiased indication its shares have been under accumulation over the past 50 days.

Subsequent volume-driven gains above the pivot point may clinch a convincing new (or add-on) technical buy signal. Its 50 DMA line ($25) and recent low ($23.80 on 2/08/17) define important near-term support where further deterioration would trigger a technical sell signal.
